The Restricted Zone is the prison district of KPA-occupied Philadelphia. The Restricted Zone is a massive prison where the KPA imprisons criminals and political dissidents alike. KPA forces patrol the district on catwalks for their own safety, allowing the prisoners nearly free rein over the streets of the district.
Description[]
Formerly an urban area in downtown Philadelphia, the KPA have transformed the Restricted Zone into a massive open-air prison. The district has been entirely walled off and sealed from the outside world to a far greater degree than the Yellow Zones. The KPA has adopted a somewhat hands-off approach towards the prisoners, with inmates able to roam freely through the district. The streets of the district are thus controlled by the tougher inmates, with fistfights between inmates being quite common.
For their own safety, KPA forces patrol the district on elevated catwalks and platforms, and any patrols on the ground are conducted in force with support from KPA Armored Cars, APEX Wolverines, and KPA Heavy Peacekeepers.
As warned on the PA system, violation of the prison's rules is punishable by immediate execution. Prisoners may also be punished with solitary confinement in the ISO Boxes. In addition, the KPA may also be carrying out some form of human experimentation on the prisoners in the Iso Box Depot. The prisoners are also employed across the rest of Philadelphia to carry out menial tasks, such as cleaning and removing Resistance graffiti.
History[]
The Restricted Zone was established at some point during the KPA occupation of Philadelphia. According to Resistance Radio, not only were real criminals locked up in the zone, but activists, idealists, and any others deemed by the KPA to be politically dangerous to their regime were also kept in the zone, possibly with the hope that the violent criminal of the zone would eventually wipe out the political prisoners for the KPA.
Shortly before Ethan Brady arrived in the Restricted Zone, Franklin, Gina, Hayley, and Mickey-Two-Shoes were arrested and sent to solitary confinement by the KPA for unknown reasons. While Franklin, Gina, and Hayley were sentenced to solitary confinement in the ISO Boxes, Mickey Two Shoes was sent for interrogation at the Zone's police station. Three prisoners also escaped from the Restricted Zone via a disused tunnel that was blocked by the KPA using a gate.
Following the KPA's devastating counterattack against the Resistance, Dana Moore hatched a plan to enlist the help of the Restricted Zone's inmates to assist the Resistance with making a bold attack against City Hall, as well as potentially replenish the Resistance's lost numbers. Ethan Brady entered the Restricted Zone via the tunnel that the escapees had previously used.
After making contact with Phillip Small, Ethan Brady freed Small's criminal compatriots and carried out various actions to stir up the Hearts and Minds of the inmates, culminating in a massive prison riot that enabled Brady and the Resistance to seize various strong points in the Zone. Amid the chaos, Brady was able to invade the Police Station and rescue Mickey Two Shoes from KPA interrogation. Once free, Mickey assisted the Resistance in planning the attack on City Hall via the tunnels.

The Bourse[]
The Philadelphia Bourse has been converted into a prisoner-run dormitory and fight pit that even the KPA is unwilling to enter. The prisoners have converted the middle of the structure into a fight pit, where prisoners bet on two combatants. Following the uprising, KPA soldiers were forced to fight prisoners in the pit.
Located in the basement of the Bourse is the Resistance safehouse of the district, established and manned by Phillip Small prior to Ethan Brady's arrival.
