In his weekly radio address to Koreans, Kim Jong-un declared that Korea had a "heavenly
mandate" to protect ethnic Koreans being murdered in Japan. Of the nearly 1 million now
living there, an estimated 12,000 have been killed in a series of violent attacks over the past
year following news of an alleged assassination attempt on the Japanese royal family.

"In the past few months, Koreans in Japan have seen a significant escalation of racial crimes
against their property and their persons," Kim said in his address. "We have lobbied the
United Nations and the international community to take action, but no action has been taken.
Therefore, it has fallen on me to declare that a state of war exists between the nation of
Korea and the nation of Japan. Korea will not allow the systematic murder of tens of
thousands of its citizens as the world sits idle."

"On my orders, Korean Special Forces have begun taking specific strategic targets with the
goal of gaining leverage against the government of Japan. These are the opening stages of
what will be a broad campaign to restore an environment of peace to East Asia. My fellow
citizens, the dangers to our country and the world will be overcome. We will pass through
this time of peril and carry on the work of peace. We will defend our freedom. We will bring
freedom to others. And we will prevail."
